Lots were drawn to determine which States parties will participate as reviewer in the second year of the review cycle. Lessons learned from the first review cycle have been discussed. IRG considered the way forward in addressing the technical assistance needs that had been identified through the review process and how best to respond to those requirements. With regards to the participation of observers in the process, informal consultations were organized aimed at identifying elements of all possible future compromise. No principal objections to the participation of signatories were expressed but at the same time it was found out that some UN MS have been dealing with the issue as a package, i.e. nothing is agreed, including participation of signatories, non-signatories, IGOs, NGOs, until everything is agreed. The final decision should be taken by the COSP in October 2011 therefore no improvement could be reached regardless of the various interventions of Hungary, on behalf of the EU and also individual EU MS. The EU intervened in line with its common position, supporting the widest possible participation of observers in the process.
